Sir Mark Rowley has not said he has no power to stop a march.
Because he does.
What he said is that he does not have the power to stop a static gathering, nor the power to stop a march without the threat of serious disorder.

Sir Mark actually said:

“The reason we have an independent police service is so that among debate, opinion, emotion and conflict, we stand in the centre, focused simply on the law and the facts in front of us.

“The laws created by Parliament are clear. There is no absolute power to ban protests, therefore there will be a protest this weekend.

“The law provides no mechanism to ban a static gathering of people. It contains legislation which allows us to impose conditions to reduce disruption and the risk of violence, and in the most extreme cases, when no other tactics can work, for marches or moving protests to be banned.

“Many have called for us to use this power to ban a planned march by the Palestinian Solidarity Campaign on Saturday.

“But the use of this power is incredibly rare and must be based on intelligence which suggests there will be a real threat of serious disorder and no other way for police to manage the event. The last time it was used was over a decade ago.

“Over recent weeks, we’ve seen an escalation of violence and criminality by small groups attaching themselves to demonstrations, despite some key organisers working positively with us.

“But at this time, the intelligence surrounding the potential for serious disorder this weekend does not meet the threshold to apply for a ban.”

The Pro-Palestine march is nearly a mile away to the west from the Cenotaph at closest point, and the Football Lads' march will be from the East to the Cenotaph.

I can't see a legal reason for Sir Mark to ban or restrict any of the proposed events.

If the government doesn't like it, they can rewrite the laws.

Looking back at the origins of Hitler's rise to power, and knowing Germany and the German mentality exceedingly well, I am amazed how cowed they are today, mutely accepting the imposition of aliens who are destroying their way of life. The same applies to England of course, but we don't have a tradition of rising up and overthrowing an incompetant, not to say hated, government. Burning effegies of Sunak and Khan on Guy Fawkes Day is sadly as far as it's got.
Meanwhile two days so far of riots in Madrid protesting against the would-be government's policies...

No10 today dramatically confirmed it did not sign off a bombshell article by Suella Braverman accusing police of 'playing favourites' by allowing a pro-Palestinian march on Armistice Day.

Downing Street has launched a probe after the Home Secretary suggested Scotland Yard commissioner Mark Rowley would be tougher if the protests were in a different cause.

In a piece for the The Times, she also risked enraging the DUP by comparing the situation to protestant marches in Northern Ireland, saying the Gaza ceasefire demo included 'Islamists' who were 'asserting primacy' and could be linked to terrorism.

It probably will include Islamists. There probably will be trouble.
But the Law says it has to be serious disorder for the Police to request a cancellation, and the Met's intelligence is that the trouble won't be serious.

The PM's realised from speaking to the Commissioner that the problem is his problem, as the Head of Government.
..and the PM is the greatest PM ever, in his own view, so it's the Home Secretary's problem now.

This is the equivalent of Sunak getting a boll#cking at work, and going home and kicking the cat.

We are seeing a lot more of this kind of thing, worldwide, as politicians run out of road to kick the cans down. They are having the reality that the seriousness of the problems are of their own making thrust upon them. So it then deteriorates into the inevitable "It's more her fault than mine".

I would refer him to Rule 10 of the ICRC's summary of customary International Humanitarian Law.
