Many years ago, having fuel-stopped en route to Australia from Britain at Dubai or somewhere similar, I noticed that large areas of land were laid out complete with finished roads for housing estates - but no building had been started nor groundworks begun.

Dunno if it still is but it used to be Spanish law, not universally obeyed, that with plans for an urbanisation there was a requirement for the infrastructure to be completed first.
This does result in roads and lighting etc. in the middle of nowhere not completed developments as the builder runs out of funds. There was a lot of it about.

I prefer that than the other way around like they do in Greece. I suppose Blighty counts as Europe, even if some folks don't seem to think so....
Certainly a game of two halves as a light aviation departure from the East of England to Perranporth in VFR conditions today soon degenerated into marginal VFR and then IMC just south of Frome, resulting in a deviation to the coast...
Which resulted in this sighting of an aircraft carrier in Portsmouth.
a small deviation to look at this old experimental rocket range...
and a view of some sunshine down "sarf".
