Down here if you want to cross an international border you have to have a negative PCR test taken in the previous 72 hours. So if you can't afford it you stay at home. Simples.

Personally I can't see the problem, IMO it is good to stop people potentially importing and spreading the virus across borders. Here you still need to have a travel permit to travel between zones.
Aviation wise here, both Air Bots and Airlink are operating both domestic and international flights again.
