I was thinking more of Africa and the non reflectives.
Who do not value the animals
If they don't value them or they have no value to them
Then no reason to keep then alive.
Hunting is not the major problem, just one that is easily attacked
Not all black folks are like that 500N although your point has merit in the light of the economic basis for poaching for which market the Chinese are hugely responsible in Africa.

I agree not all black folks are like that but I have seen /read where give them an economic interest i the welfare of the animals
and all of a sudden, they take an interest. Even if it is only a small $ amount that comes from hunting or whatever, at the moment
they get nothing.
Look at it in the reverse way - Elephants (and other animals) are shot under the PAC "system", (problem animal control).
Elephants raid their crops etc (often due to loss of habitat), problem animals are shot. Because the blacks have an
economic interest in the crops. In some areas, PAC animals where possible are sold to a hunter to shoot - they are
going to be killed anyway so they might as well get some money for it.
